Justine Johnson is an accomplished Economic Development and Mobility executive with over ten years of experience in external affairs, strategy, and government & community relations. Her areas of expertise include urban planning, public administration, political science, and community outreach. Justine serves as the Head of Mobility Engagement for the SoCal/Southwest Region at Ford Motor Company. Previously, she served as Vice President of Government & Community Relations for the New York City Economic Development Corporation. While Justine spent many years in NYC, she is a proud native of Los Angeles, CA, and believes in giving back to her community through her service with non-profits and boards. Justine is the Board Co-Chair of BlackSpace Urbanist Collective and serves as Board Chair of Urban Movement Labs. She holds two Master of Arts degrees from the University of Southern California in Urban Planning and Public Administration and a Bachelor of Arts degree from Hampton University in Political Science and Government.

Francis Pollara

Francis Pollara is a strategy and innovation executive known for leading transformative projects for industry-leading organizations spanning across the public, private and nonprofit sectors. Prior to co-founding Urban Movement Lab, he joined Mayor Eric Garcetti’s office as the entrepreneur-in-residence tasked with establishing a model and organization that could augment government city authority to design and deploy transportation tech solutions in real urban conditions. Francis is an investor and four-time founder with expertise in scaling organizations and establishing structure in startup and core corporate management functions. In 2019, he exited his third startup focused on community building, catalyzing relationships, and shared knowledge wealth. Additionally, he founded the leading early-stage venture firm Luma Launch, investing in 25+ Los Angeles based tech scalable startups. He has served as an accelerator mentor for Techstars and Summit Series and is a regular speaker at conferences and private events on business transformation and the entrepreneurial mindset. He is an active member of the World Economic Forum community and former Curator of the Los Angeles Global Shapers. Francis holds an MBA from USC’s Marshall School of Business and a Bachelor of Fine Arts double major in Product Design and Digital Media from Art Center College of Design.

Rogelio Pardo

Rogelio Pardo brings a commitment to serving communities and a diverse transportation planning background with experience in the non-profit, public, and private sectors. Serving as Program Director, he works with UML’s partners to guide pilot projects and identify metrics to ensure lessons learned to inform policy and regulations in a way that facilitates the adoption of mobility services more efficiently and brings benefits to community members. Rogelio looks forward to applying his transportation policy and design, strategic planning, and community engagement experience to foster partnerships between community members, public agencies, and private partners that bring meaningful mobility solutions to Los Angeles.

Clint Harper

Clint Harper synthesizes 21 years of diverse aviation experience with a passion for urban design and community engagement. An Air Force veteran, Clint’s military experience includes aircraft dispatch, airport operations, airport planning, heliport planning, and unmanned aerial vehicle operations. After his military career, he pursued his love of cities with a Master of City and Metropolitan Planning degree and a graduate certificate in Urban Design, where he studied new aviation-based urban form concepts, such as the aerotropolis and airport urbanism. Clint put this all to work for the Utah Division of Aeronautics, where he led efforts to better integrate general aviation airports with their host communities through economic development opportunities. He was among the first to engage in advanced air mobility integration initiatives as a community advocate, calling on the aviation industry to engage with communities early. His primary goal is to shape advanced air mobility to benefit as many citizens as possible through improved access to opportunities, mobility, and job creation.

Jorge Cáñez

Jorge was born and raised in Mexico City and is a passionate pedestrian road safety advocate. In 2019, Jorge moved to Los Angeles to get his master’s in Urban Planning at the University of California, Los Angeles (UCLA). As Communications Associate at UML, he is in charge of storytelling strategies, developing and spreading our brand, and building a community of passionate transportation change-makers. Before UML, Jorge worked at the Institute for Transportation and Development Policy (ITDP), where he planned walking, biking, parking, and transit policies in Mexican cities. Then, Jorge worked at the Government of Mexico City, implementing the Vision Zero road safety policy and the Night Bus system integration. Jorge’s goals are to generate public value on cities’ streets and parks, strengthen underserved communities, and safely commute by walking, cycling, and a high-quality transportation system.
